Trope needed.

OK. Trope required. Currently over at the W3C we are kinda working on web development one web developer at a time. However, if we make web authoring tools (Dreamweaver and so on) comply with accessibility regs then millions of websites suddenly become accessible. But need a good metaphor for this. Any ideas? Best I have so far is... 'teach a man to fish and you feed him for a day. Force everyone in the country to comply with a well derived fish production protocol and you feed them all for life' Extra points if you know the name for the trope. Ta! Hope you are all well L.

Something along the lines of "at present we're going around the city, down each street in turn, building ramps all along the kerb in case someone needs to get a wheelchair into a taxi. What we need to do is put ramps on the taxis."

Although to be honest, I think your original description is adequately vivid.
